After the latest update, 16.2, the same thing happened with stored contact. I fixed it by deleting the number (not the name), reentered the same number for the contact, then saved it. If the call can't be delivered to the network/server where the number exists, it probably can't get routed to a voice mailbox. Could be a temporary database issue where the originating service providers' lookup can't identify where to route the number.
