The only civics that should be blocking that action are Inward Perfection and Determined Exterminators according to the wiki. nope, purge the galaxy. eat the squishies. The combat/supremacy prowess you get from being Purifiers vastly outweighs the diplomatic restrictions. However, it is a more boring playstyle imo.
