If you start spawning in items this early you might as well just give yourself all the best gear. The time from basic to expert tools is like 40+ hours. If you're on the GAMMA discord you can type !debug and it will tell you step by step how to enable them. I played loads yesterday and all day today.

Unfortunately its 100% RNG. I remember i killed a duty squad that was sent to kill me in Zaton near my base in the small boat close to the "Scar" Anomaly.
