You can destroy both stairs to make the second floor zombie proof. In the second floor you have an open space to make a farm and place water barrels (not entirely necessary since you are near the river. You have a complete kitchen with 4 freezers.Prison is a far better mega base. Good road connection and simply in all ways better. Close enough to guard the gas station too. On average you get 10 Military Backpacks, and 10 boxes of ammo. There are only two rooms that have lockers with ammo. You also get the best gear in the game for the summer. They do need to increase the amount of ammo you get, hopefully they'll finally finish the M16 soon and put it on the military zombies.
