GW don’t want to cover all the bases with Primaris units immediately as there’d be an uproar, hence why each Primaris unit is designed to sit between a regular Astartes classification currently. Assault terminators are noticeably shorter and scrawnier looking than the newer models. I've heard the arms are scaled similarly enough to the new scaled up terminators that you could maybe put assault terminator arms onto the new terminator kit, but that sounds like an expensive way to do it.
