Ice demon and pvp are really the only places fire surge is better than a trident or barraging. Barrows and kraken obvious ones. Might be fun at zulra aswell. As other commenters have stated, powered staves will be better without harmonized staff. That said, I know it slaps pretty hard at Kraken.
