In particular, the voice control system on the nav side leaves a heck of a lot to be desired. Some folks say it's my British accent but I don't think so because the radio control and bluetooth work fine.

I could see why a dealership wouldn't program then new one because they don't know how many miles it was driven without an operating cluster so the mileage would be inaccurate, especially if the vehicle is still being driven pending install of the new cluster.
