I would have to think that the P0420 and the P2646 are unrelated and troubleshoot them separate from each other. I would think that a persistent negative fuel trIm might be a cause of early cat failure, so I might consider looking at that together with the P0420. The code will set above 2500-4000 RPM if the VTEC oil switch does not open. 5. If the code sets at 2500-4000 RPM or higher, the problem can be a low oil level or pressure, or a malfunction in the VTEC assembly. The pressure switch can be erratic, so test it a few times before testing the other components.

Based on your description, it sounds like your Element is in "limp" mode. My best guess is it will show either a P2646 or P2647 code; which means a problem with the VTEC system.
