You have to use the correct elemental bombs for this fight to keep your baton pass going. The fight goes from mind-numbingly difficult to a breeze. I think they mean for you to use that mechanic. Also, having Hifumi's party-switching ability helps. Whenever Okumura chooses to target one specific party member, you simply swap them out if you can.
