At proper torque, the bolts are stretched just a tiny bit and that is what keeps them from loosening. Once over-stretched, they loose their elasticity and/or the threads are deformed. It shouldn't be too expensive to have new lug bolts installed. An hour labor and less than $100 for parts (I didn't check).
