The trick is not to kill any of the NPCs except the leaders. The 2nd trick is to do it alone, without a companion. As soon as the "war" breaks out ;) immediately run through to the "1-2 leaders" and do the job. I've played this quest since patch 3more times without issues. ^This is the way to avoid the bug^.
