That is the biggest hurdle for this build imo. You won't be a full gunslinger, so won't have your way reload until later levels to help even out your action economy. And Magus in general is already pretty action starved. Starlit is less so than the melee centric ones, but spellstrike being 2 actions makes it tough to fit in reload actions.There is no "best" Magus. It can be built as a controller caster. As a staff magus you only get light armor so you need some DEX but a staff can't be finessed so you need STR for hit/dmg. Also you don't care as much about crits as other magi so shocking grasp losses some appeal.
