Which spawns in rdr2 are guaranteed? Every spawn is based on luck. Just collected a robin after maybe 10 minutes of refreshing the spawns here. I'm assuming you're going for 100% completion and fulfilling the hunting requests. If that is your aim, I would suggest learning some patience as this will not be the only task where patience is required :)

The other spot for cougars is near Doverhill. And there is a spawn just north of Annesburg that works sometimes. Other spots where cougars spawn are not accessible to Arthur without being constantly wanted. Tip: There is a random encounter near the burnt woods besides Horseshoe Overlook where a cougar spawns.
