You can't place it near buildings or structures, just walk a bit til it turns green. So before i laid down my C.A.M.P. I put down a tent (survival). And i was able to move the tent.

Here is the short version: be at your camp, open up your map and click on the new small window named Camp Slots. select Camp 2 [Unplaced] ( pic ) check if your current camp is stored (not visibile anymore).
