Fantastic AOE healing, heal over times, freezes, stuns, AOE ranged stuns, and the best buffs in the game.

If this is a first life character, consider starting with an 18 dex so you can afford everything at level 1 still. If you don't have enough racial points, just don't put points in the halfling tree at end game. As for the specific builds, thinking Strimtom's Season 4 Hardcore Ready builds.
