The alloys isn't disabled by default, not completely. You have to use the silent gear alloy machine to form the allow ingots. The configuration disables the ability to mix materials when crafting the item/tool, but you can mix materials in the alloy machine to create a handful of alloy ingots, giving you the mixes stats and bonuses. Grades are one way of enhancing materials. Grades will apply a bonus multiplier on most, but not all stat modifiers.
