This is my first play through on normal. I'm level 45 have Anubis (36) with two curse attacks, Noir, the psi and curse items. Baton doesn't work and they run away before I can even finish a turn. With Okumura, if I lost (which I did once), it definitely felt like a mistake on my part, not the game's. I’d recommend going to atleast lvl 45. iirc 41 is on the low end, but possible. If you're playing on Hard I'd suggest 45 to give yourself some leeway. I think the general recommended level was 10 per palace. I'm playing on normal actually. I'll probably grind to 43 and then try the fight. I wouldnt say 41 is low end.
