But the way I fixed them was setting the file properties of steam.exe to run as administrator, and make a new desktop shortcut based on the steam.exe file from the new spot. Finally, go to verify the files of mw2 in steam again. It will look like nothing worked as it will still say the files failed to validate and will be reacquired.
