Personally my top 5 are: Sun Tzu, Joan of Arc, Boudicca, Herman, Scipio. Sun tzu and joan. The rest dont really matter. Joan and Pela next for sure, then Beli, Osman, and Eulji are useful at times beyond that. I'd say Pela for cav, Joan overall since you already have Sun and Scipio.
